Dr. Eugene Soltes is the McLean Family Professor of Business Administration at Harvard Business School and the Founder and Director of the Integrity Lab. His work focuses on applying data and quantitative methods to assess organizational culture, conduct, and compliance program effectiveness. He is the author of Why They Do It: Inside the Mind of the White-Collar Criminal, co-author of Corporate Criminal Investigations and Prosecutions, and author of the forthcoming Paper vs. Practice: Why Compliance Programs Fail and How to Build Programs That Work.

At National Comp 2026, Dr. Soltes will examine how digital workflows, coordinated networks, and emerging technology are changing the speed and scale of workers’ compensation fraud. Drawing on interviews with some of the most notorious white-collar criminals in history, he will explore why successful, well-intentioned professionals cross ethical lines and why understanding the psychology behind fraud is essential to detecting and stopping it.

Following his keynote, Dr. Soltes will join moderator William Zachry and a panel of investigative and claim leaders for a practical discussion on how fraud is evolving and what organizations can do to stay ahead of it.
